House District 60 spans 461 square miles across portions of Morgan, Johnson, and Monroe counties. Peggy Mayfield has represented HD-60 since 2012 and sits on the powerful Ways and Means Committee. She has faced a primary challenger in every recent cycle and defeated each one -- though the 2022 result showed the challenger actually won the Johnson County portion of the district.
Neither Moore nor Waters has demonstrated the campaign infrastructure to threaten an incumbent of this stature. Waters is a serial candidate in his third consecutive cycle seeking a state house seat who has never finished above 18%.
The more interesting subplot is Carrie Syczylo's data-center-motivated Democratic candidacy. She and her husband own Farmhouse Brew, a brewery in Monrovia -- placing her directly in the center of the Google data center controversy ("Project Louie"), a 550-acre campus that generated significant community opposition over water consumption, environmental impact, and local control. Her realistic contribution is putting a Democratic voice on the ballot who can articulate a local accountability message, building on the infrastructure that the Indiana Rural Summit is constructing for future cycles.
