House District 46 is a sprawling rural district in south-central Indiana encompassing all of Owen County and portions of Clay, Monroe, and Vigo counties. This is one of Indiana's most reliably Republican state house seats -- incumbent Bob Heaton has won every general election since 2010 by double digits.
Heaton is one of the most recognizable names in south-central Indiana politics -- and in Indiana basketball history. He played alongside Larry Bird on the 1978-79 Indiana State team that reached the NCAA championship game, losing to Magic Johnson's Michigan State Spartans in the most-watched college basketball game in television history. In the legislature, he was named Majority Whip following the 2014 elections and co-authored HB 1041, which restricted transgender student participation in post-secondary sports (the legislature overrode the governor's veto).
Tom Arthur brings a legitimate resume -- former mayor, career educator, current school principal -- and a platform focused on childcare vouchers, highway conditions, rural broadband, education funding, and property taxes. But Heaton has never been seriously threatened in a primary, raises over $100,000 per cycle, and holds the structural advantages of the Majority Whip's position. Without significant institutional support or a fundraising base, Arthur's path remains steep.
